They are morally neutral. Looked at from a distance they don’t really do a lot – they observe where the moral centre of a population is and corral outliers towards that centre, as best as they can. They can’t corral the whole population and move them to some other place based on some objective system of values, unless they go paramilitary. Policing presumes an intact moral community.
If there are 2 moral communities on one territory all they can do is wait to see which one dominates or persuades the other, then back that side. Policing is incoherent until that happens. You could say they were facilitating that by walking the Muslims to the TR event, but those Muslims were coming anyway.
